Package installation problem - egg_info error from pip

I am trying to install certain packages but I see an error form pip regarding a problem with egg_info. This happens with the mogutda package (pypi.org/project/mogutda) as well as the qutip package (pypi.org/project/qutip). Is there something you need to do? Is there something the package maintainers need to do? Is there something I need to do? All of the above??

CORRECTION: mogutda installs now. QuTip still seems to be a problem, with Cython availability. Is there any direction I can give the package maintainer?
